"Nobody is taking that away from him, and he can pardon in his judgment based on the Justice Department counsel's office", he continued. "Well I don't think it exonerates him", Giuliani told ABC News in a phone interview Saturday.
Mr. Giuliani, who joined President Trump's legal team in April, said in a TV interview that former FBI Director Robert Mueller did not necessarily do anything wrong but that the probe he leads has become unethical and possibly illegal, thus calling for an investigation into its origins.
Giuliani's stunning remark came hours after a Washington, D.C., judge revoked Manafort's bail and ordered him to remain behind bars while awaiting his September trial.
Trump called the jailing of Manafort "very unfair".
There is no indication when Mueller's investigation might end.

"I believe that the Mueller investigation should be investigated", Giuliani said. "We don't know the full scope of it".
As Newsweek reported, President Trump's lawyer called Federal Bureau of Investigation and prosecutors investigating his client "wackadoodles" who belong in a psychiatric ward.

"I don't want to do it", Giuliani said, referring to a Mueller interview with Trump. The investigation, which he said should be led by the Justice Department, should look into the special counsel "not necessarily because of Mueller but because of its genesis in this nearly completely illegal and unethical probe".
But the former New York City mayor said that after Robert Mueller's Russian Federation investigation concludes, Trump could decide otherwise.
