The Bartow Middle School students were found lurking in a school bathroom by the assistant principal with an arsenal of knives and even a pizza cutter.
The girls brought to school four knives, a pizza cutter, knife sharpener, and a goblet to drink their victims' blood, police said.
The two girls reportedly admitted to worshiping Satan and allegedly told police they were planning to kill as many students as possible.
Text messages were also found on the girls' phones detailing the plan.
Hall wrote: "I understand that the recent news of a plot to kill students at Bartow Middle School is troubling". Messages on their cellphones also stated they wanted to leave body parts at the school's entrance, WKMB reported.

The girls face several charges including conspiracy to commit first-degree murder.
"But remember, a student heard something, the student told a teacher, the teacher immediately reported that, which implemented our safety plan in this school district, which resulted in us apprehending both of these students before a single student was injured", he added.
Yesterday at approximately 1:30pm, the Bartow Police School Resource Officer assigned to Bartow Middle School was summoned to the Principal's office in reference to an armed juvenile complaint.
After the girls were caught, they told cops they had hatched the plot over the weekend and wanted to do it in the name of devil-worship. They planned to cut the children's throats, slice up their bodies, and eat their flesh, washing the raw meat down with the victims' blood.
The two suspects were find hiding in a school bathroom moments before they planned to begin the attack, according to WGHP.

He reportedly instructed state agencies to provide all needed assistance to ensure the safety of the students. Israel's police and military said their forces were sent at the request of the Jordanian government.
"This is horrific, and if I had children in school, I'd be scared to death", Hall said.
Officials with Polk County Schools said extra police officers and guidance counsellors would be at the school this week.
The girl's mother contacted the school and said she believed that her daughter was on campus, prompting administrators to launch a search of the campus.
"Some kids will see stuff that's creepy and develop an anxiety disorder and some kids will see stuff that is creepy and say, 'Oh, I want to do that, I want to play in that, '" she warned. "The plan did work", he said.
