Testifying before the House Appropriations Committee, Barr emphasized that based on regulations put in place during President Bill Clinton's tenure he is required as the Attorney General to review the report and release it based on "public interest" in the findings.
Last week, Democrats on the House Judiciary Committee prepared subpoenas that they plan to issue to the Justice Department if Barr does not agree to release the Mueller report in full.
"I don't intend at this stage to send the full unredacted report to the committee", Barr told a House of Representatives Appropriations subcommittee.
Attorney General Bill Barr has not hesitated to assume full control of the Justice Department, and he appears unafraid of the brewing fight with Democrats in Congress over the release and redactions of Special Counsel Robert Mueller's report on the Russian Federation investigation.
Mueller's team, which was barely quoted in Barr's letter, has made clear that it did not exonerate the president.
The Justice Department's Inspector General is also reportedly conducting their own separate investigation into whether or not James Comey mishandled classified information.

But Barr, who took office in mid-February, was peppered with pointed questions from Democrats about the 22-month Mueller probe and how much of the final report - almost 400 pages long - he intends to make public.
U.S. District Judge Reggie Walton said he appreciated the desire of the Electronic Privacy Information Center to obtain the Mueller report, a document detailing what he described as an "extremely important subject matter to the nation".
"From a prosecutor's standpoint, the bottom line is binary, which is: charges or no charges", Barr said.
The new attorney general's budget testimony - traditionally a dry affair, and often addressing the parochial concerns of lawmakers - came as Democrats were enraged that he was redacting material from the report and frustrated that his summary framed a narrative about Mr Trump before they were able to see the full version.
Democrats wrangled with Barr at the hearing over his handling of the report and some accused him of playing favoritism for President Trump.
"As I've stated before, in order to ensure that our immigration system works properly, we must secure our nation's borders, and we must ensure that our laws allow us to process, hold, and remove those who violate our immigration laws", Barr says.

Committee Democrats, however, used Barr's appearance to grill the attorney general on his four-page summary of special counsel Robert Mueller's report. "My original timetable to release this by mid-April stands... within a week the report will be released".
The Mueller report is not the objective of the meeting, and in a prepared statement released ahead of the session Barr does not mention it. He also said that Mueller did not reach a conclusion on whether the president obstructed justice, instead presenting evidence on both sides of the question. Rep. Jerrold Nadler, a New York Democrat and chairman of the House judiciary panel, confirmed the May 2 date on Twitter and said he would like Mueller to testify.
"The chairman of the Judiciary Committee is free to go to court if he feels one of those exceptions is applicable", Barr said.
"I've said what I'm going to say about the report today", he said.
